GITA recognizes this problem and in response we will provide this emerging technology seminar, a forum to connect operators with solutions. The Pipeline and Hazardous Materials Safety Administration (PHMSA) has published a proposed rule that would establish integrity management requirements for gas distribution pipeline systems. This is the final phase of PHMSA's implementation of integrity management. In September 2008, the period for comment on the proposed rule closed, and discussion is underway to address operator issues and concerns. There are parallels to the existing integrity management regulations for hazardous liquid and gas transmission pipelines, with the same objectives to help assure pipeline integrity and improve the already good pipeline safety record. There are, however, differences in system design and local conditions affecting distribution pipeline safety, which preclude applying the same tools and management practices used for transmission pipeline systems. PHMSA therefore has proposed a slightly different approach for distribution integrity management. This seminar will provide updates on the DIMP and the ways distribution companies are anticipating and planning for implementation. Topics and case studies presented will range from the details of the legislation to preparing for and implementing a DIMP, along with suggested change management processes to manage risks and ensure success. Attendees will have opportunities to engage in conversation with the panel and ask questions of this distinguished group of utility practitioners, consultants, and administrators who have a variety of experiences developing and managing a DIMP.

GIS has grown up and is now maturing further throughout the oil and gas industry. The once prevalent challenge of managing spatial data has seemingly been greatly decreased by the advancement of open architecture, geospatial databases, and Web services. Still, there remains an even greater set of obstacles to navigate through relative to successful GIS implementation. One of largest of these obstacles is the integration & interfacing of systems across the corporate enterprise. Bridging multiple data sets to create a singular, all-inclusive decision support system has become an integral part to any company’s plans to execute on fact based decision making strategies & methodologies that defines a successful company in this 21st century economy. This seminar will detail the ins and outs of successful system integration by highlighting the role GIS plays as an enabling technology, as the interfacing bridge across disparate systems. Presenters will explore the business proposition of integrating systems, such as one call, risk analysis, emergency response, inspection and maintenance, hydraulic modeling, and Compliance activities. It will introduce the concept of the “single dashboard” interface for business intelligence decision support and attendees will learn the reasoning behind such a concept mixed with examples from operators.

This seminar is designed for the GIS professional and risk and integrity personnel who work in conjunction to prepare and manage the IMP. Presenters will open with a discussion on the areas of overlap and differences among gathering, transmission, and distribution along with a discussion on some of the upcoming regulations for each sector. While operators and GIS have focused much attention on the actual pipeline portion of their facilities and the risk associated with it, many operators are now mature and moving forward with risk on their site facilities. The second portion will focus on this area of risk and some of the methods being used within the industry to ascertain this risk, while focusing on strategies for maintaining the data within a GIS. This will be followed by an in depth presentation on Direct Assessment methodology and the data associated with these tasks. Focus will include length of data maintenance along with ideas on capturing this data. Finally, a presentation on the needs for further data capture requirements which should be pursued to replace default data assumptions which may have occurred during the first phase of risk analysis will be reviewed.
