Opening Session and Keynote Address by Michael Matechak, Consultant to U.S. Dept. of Homeland Security

As the stresses from age, natural disasters, and increasing usage begin to wear on North America’s utilities and transportation infrastructure, GIS has played an increasingly valuable role in helping to identify, assess, and monitor any actions necessary to alleviate these stresses. Whether identifying risk across our nation’s critical infrastructure or mobilizing assets in response to a catastrophic hurricane landfall, the U.S. Department of Homeland Security (DHS) has found geospatial technologies to be a key component to providing situational awareness for protecting the Nation’s Critical Infrastructure. With over 85% of the U.S. Critical Infrastructure owned by industry, the DHS leverages GIS data and Web-services to exchange information with federal, state, and local government entities as well as private owners and operators of critical infrastructure key resources (CIKR). Michael Matechak will educate conference attendees on geospatial systems, tools, and methodologies utilized by DHS for incident management impacting CIKR. Through the examples demonstrated, Matechak will highlight the importance of involvement from oil and gas infrastructure partners and will review information sharing challenges that have impeded decision-making and post-event response to date. This opening session will educate conference attendees on how GIS is being utilized on a broad scale to protect America’s oil and gas infrastructure from dangers and natural disasters, and will provide a unique opportunity for those in attendance to interact directly with representatives from one of our country’s most critical government agencies. Industry Trends Analysis Group Meeting and
Operator’s Forum

The Industry Trends Analysis Group (ITAG) meeting and the
Operator’s Forum will be combined this year. Together,
these meetings provide a strong voice in GITA’s programs
and services and make a significant contribution to the
association’s strategic planning process. ITAG participants
conduct an environmental scan of the geospatial industry
as it pertains to the energy sector. The Operator’s Forum
offers an opportunity to discuss topics of interest involving
geospatial information within the energy industry. The
forum’s unique environment is designed to facilitate a free
exchange of information. Participants include novices,
highly experienced professionals, and everyone in between.

PHMSA will provide updates on the new direction and guidelines used for NPMS annual submittals, their work on the Damage Prevention Assistance Program and a progress report for PHMSA's move towards a risk-focused, data driven organization.

This will be a discussion on current and proposed rules relating to the regulation
of the oil and gas industry in Texas. The session will include a concise
summary of recent and upcoming rule changes and will be formatted to
present an opportunity for operators and service providers alike to offer
critical feedback relating to submission standards and requirements.
Any organization with facilities, pipelines , or other interests relating to the operation of oil and gas within the state of Texas should plan on
attending this unique session geared at bringing more clarity to the Title
16 reporting requirements.
